The list comes from your own records, so there is nothing to upload and nothing to keep in step. What happens after you pick it is deliberately not optional.

A segment of your own records: customers in one city, everyone on a plan, anybody who bought last quarter.
- Consent is applied
Anyone who never agreed, or who opted out, is removed before you see the number. You cannot send past it.
